Proposing a New Agreement

NC State faculty and staff members may submit international agreement proposals. Proposal ideas must be endorsed by college/unit-level leadership and where appropriate, be developed in consultation with NC State Global. Successful proposals will address:

  • Clear value propositions for NC State and for the international collaborator
  • Specific activities/programs to be developed with the international collaborator
  • Scope and scale of NC State student and faculty interest in the proposed activities
  • Institutional resources that may be required to undertake the proposed activities

Agreement Development Steps:

Our office maintains records of existing agreements and collaboration models that can inform new proposals. We also provide information about university, state, and federal policies that may impact the proposed activities.

Units proposing a new agreement will work with colleagues at the partner institution to define the intended programs and activities. Units will also identify faculty/staff members who will support the collaboration and secure endorsement from College or unit-level leadership.

Initiating units will ensure that resources to support the agreement are available through the department, college, or university.

NC State Global will guide you through the process and provide pre-approved templates when appropriate. Our office will also run export control screenings and liaise with the Office of General Counsel and other university stakeholders as needed. NC State Global will work with initiating units to share drafts and negotiate with the partner institution(s) to reach consensus on a final agreement.

Once a final agreement is reached, NC State Global will coordinate signatures from appropriate NC State officials. Once the agreement is signed by all parties, an electronic copy is kept by NC State Global and logged into the Global Partnership Database. An electronic copy is also shared with the international institution for their records. Signature authority for all MOU and agreements resides with the Chancellor, Provost, or Vice Provost. Agreements without authorized signatures are not valid.
